The lag, and why it exists
Solar noon is when the sun is highest. It is not when the air is hottest, and the gap is a few hours.
The reason is that air temperature tracks accumulated surplus, not instantaneous input. Through the morning the ground takes in more energy from the sun than it radiates back to the sky, so the surplus grows and the air in contact with it warms. That continues past noon — the input is falling but it is still larger than the loss. Only when the two balance, typically two to four hours after solar noon, does the temperature stop rising.
The same logic runs backwards overnight: loss exceeds gain from late afternoon until sunrise, so the minimum arrives at the very end of the night rather than at midnight.

Three peaks, not one
This is the part that catches people out. Different things peak at different times, and which one matters depends on what you are deciding.
- UV peaks at solar noon. So sunburn risk is highest when the air is not yet at its hottest.
- Air temperature peaks mid-to-late afternoon.
- Surface temperature peaks later still, and stays high into the evening, because asphalt is thermally massive. This is the one that matters for dog paws.
- Heat index can hold near its peak into early evening, because humidity climbs back as the air cools.
So "wait until it cools down" is good advice for a person and mediocre advice for a dog, and "go out at 8pm" is better for sunburn than for heat.
Choosing a window instead of a number
For most decisions this is more useful than a threshold, because it is actionable in the morning.
- Take the early window seriously. Before 8am is a different day, on every measure: air, surfaces and humidity load on the body.
- Treat noon to 5pm as the block to avoid for anything strenuous, rather than trying to find a gap inside it.
- Discount the evening for surfaces. Comfortable air, warm ground.
- Check the overnight low if it is a multi-day spell. A night that stays above 25°C means the next day starts from a worse position. Heat domes are where this compounds.
When the pattern breaks
Two situations invalidate the timings above.
Cloud and rain. A thunderstorm at 2pm can make the day's peak happen at 1pm. Coastal sea breezes can cap the afternoon entirely, sometimes producing a peak before noon.
